About Us

The Peoples Open Codex Alliance was formed in 2026 in San Diego, California, and operates as a 501(c)(3) nonprofit organization with federal EIN 41-5358938.

POCA is an alliance of technologists and Indigenous community members building "Small Tech": software that is owned by the People who use it, runs on hardware they hold in their hands, and asks nothing back. We accept no payment for our software, hold no user data, and license all of our code to the public under the Apache 2.0 license at github.com/projectpoca.

What Guides Us

The community alone decides how its knowledge is stored, used, and shared. Our software is designed around the CARE Principles for Indigenous Data Governance, the First Nations principles of OCAP (ownership, control, access, and possession), and the TK Labels published by Local Contexts. A community's own cryptographic key signs the content on its card, so its People know it came from them and no one else.
